Abstract John Newmeyer was an epidemiologist at the Haight-Ashbury Free Clinic in San Francisco. In 1983, Newmeyer instituted a needle exchange and bleach distribution program to help fight the spread of HIV/AIDS among intravenous drug users. Abstract

The UCSF Center for AIDS Prevention Studies (CAPS) was established in 1986 to train scientists and stimulate new research projects that impact the practice, theory, and policy of HIV/AIDS prevention and keep pace with the changing epidemic.
